The Vice Chancellor for Administration and Finance (VCAF) serves as the University’s Chief Financial Officer and provides integrated, division-wide leadership for all administrative and financial functions of the institution. The VCAF is responsible for setting strategic direction, ensuring alignment across all administrative units, and leading the Division of Administration and Finance as a cohesive, high-performing enterprise in support of the University’s mission and goals.

The Division includes, but is not limited to, budget and financial services, human resources, information technology, facilities, risk management, capital planning, construction, and other administrative operations serving both the University campus and City College campus. The VCAF is accountable for the effectiveness of individual functional areas, and for how those areas work together to deliver efficient, compliant, and student-centered services across the entire institution.

As a senior executive and member of the Chancellor’s Cabinet, the VCAF provides leadership in institutional planning, policy development, resource stewardship, and organizational effectiveness. The VCAF ensures sound financial management; strong internal controls; compliance with federal, state, and system regulations; and responsible oversight of contracts (including the Campus Store and MSUB Dining Services), auxiliary operations, legal, and risk-related matters. The VCAF fosters collaboration, transparency, and ethical conduct while advancing long-term institutional sustainability. 


DUTIES AND RESPONSIBILITIES


Division-wide Leadership and Strategy

  • Provide visionary, strategic, and operational leadership for the Division of Administration and Finance, ensuring that all functional areas operate in       alignment with institutional priorities and collectively support academic success, student access, and operational excellence.
  • Lead the Division as an integrated enterprise, emphasizing collaboration, shared accountability, and cross-functional problem solving.
  • Establish division-wide goals, priorities, policies, and performance expectations, and ensure consistent implementation across all administrative         areas.


Executive and Organizational Leadership

  • Serve as a key strategic advisor to the Chancellor and as a member of the Chancellor’s Cabinet, contributing to institution-wide planning,                     decision-making, and long-term strategy.
  • Collaborate closely with the Vice Chancellor for Academic Affairs and the Vice Chancellor for Student Access and Success to ensure alignment           between academic, student, and administrative priorities.
  • Assist the Chancellor in a variety of leadership and administrative capacities as assigned.
  • Model transparency and shared governance to ensure clarity, commitment, and ownership of strategic decisions.


Financial and Business Operations

  • Provide executive oversight and accountability for all financial and business operations of the University in collaboration with the Assistant Vice           Chancellor of Finance.
  • Direct the development, implementation, and monitoring of institutional operating budgets, ensuring responsible stewardship of resources across       all divisions and campuses.
  • Collaborate with the MSUB Foundation to ensure proper reporting, compliance, and alignment in the use of funds.


Compliance, Risk, and Internal Controls

  • Ensure that comprehensive monitoring systems, policies, and procedures are in place across the Division to maintain compliance with all federal,       state, system, and institutional laws and regulations.
  • Develop, implement, and oversee internal controls to safeguard the financial integrity and assets of the University.
  • Require ethical conduct, accountability, and transparency throughout all administrative functions.


Contracts, Legal, and External Relations

  • Maintain custody and oversight of all auxiliary and vendor contracts, insurance policies, leases, deeds, and other legal documents.
  • Serve as the designated administrative officer for reviewing and authorizing contracts, excluding academic agreements, and work closely with             Montana State University Bozeman’s legal and procurement teams.
  • Build and maintain productive relationships with counterparts across the Montana University System and the Office of the Commissioner of                 Higher Education.


Division Supervision

  • Provide leadership, coaching, and professional development for senior leaders and staff across the Division, ensuring consistent expectations,           accountability, and supportive supervision.
  • Oversee hiring, performance evaluation, and workforce planning in a manner that strengthens divisional capacity and promotes a healthy, safe,           and inclusive work environment.
  • Foster leadership development and succession planning to ensure organizational resilience and continuity.


QUALIFICATIONS AND LEADERSHIP ATTRIBUTES


  • Demonstrated ability to lead large, complex, and multifaceted organizations as an integrated whole, balancing strategic priorities across multiple         functional areas.
  • Broad knowledge of human resources, information technology, facilities services, project management, financial planning, analysis, and reporting       in complex organizations.
  • Ability to make sound, strategic decisions in environments with competing priorities and constrained resources.
  • Demonstrated ability to assess complex situations quickly, exercise sound professional judgment, and make timely decisions on behalf of the             institution.
  • Experience operating in environments where delayed decision-making is not always feasible, and where effective leadership requires drawing             upon experience, context, and principled judgment to respond appropriately.
  • Ability to balance thoughtful analysis with the need for decisive action, particularly in matters affecting operations, compliance, risk, safety,                   financial integrity, or institutional continuity.
  • Proven capacity to take ownership of decisions, communicate them clearly to a broad audience of stakeholders, and adjust course based on               outcomes and new information.
  • Strong interpersonal, organizational, and communication skills, with the ability to build trust, collaborate across divisions, and communicate                 complex information effectively.

PHYSICAL DEMANDS

Office environment including sitting, standing, computer use, telephone use, lifting up to 20 lbs.

Required Education

  • A master’s degree in higher education administration, business administration, finance, public administration or a combination of education and experience.

Required Experience

  • At least five years of progressively responsible senior-level leadership experience in administration, information technology, human resources, facilities services, finance, or business      operations within a complex organization.
  • Demonstrated experience providing leadership across multiple functional areas, with accountability for aligning budgets, people, policies, and operations in support of                          organizational goals.
  • Progressively responsible experience in financial management, budgeting, planning, and resource stewardship, including development and oversight of large and complex budgets.
  • Proven experience ensuring regulatory compliance, managing risk, and establishing internal controls within a highly regulated environment.
  • Strong commitment to ethical leadership, transparency, and fostering a collaborative and inclusive organizational culture.

Preferred Experience

  • Senior administrative leadership experience within higher education,
  • Demonstrated success leading organizational change, process redesign, or strategic initiatives that span multiple divisions or departments.
  • Experience working collaboratively with governing boards, system offices, foundations, and external stakeholders.
