SUMMARY OF ESSENTIAL JOB FUNCTIONS: 

The CASA Program Manager provides supervision and support to assigned employees to ensure high-quality advocacy and timely permanency outcomes for children served by the program. The Program Manager collaborates closely with Program Coordinators to support case management activities, including court participation, meetings, and case coverage as needed. The Program Manager supports accurate data entry and reporting within the Optima database and assists in the development and maintenance of tracking systems to support program compliance, performance monitoring, and reporting requirements. 

The ideal candidate communicates clearly, supports, and coaches employees with empathy and accountability, and can manage competing priorities in a mission-driven environment. 

ESSENTIAL JOB FUNCTIONS:

Employee is responsible for the following essential job functions: 

Demonstrate the Mission and Core Values of CASA of Yellowstone County.  

Employee Supervision & Development: 

    • Lead the onboarding process for newly assigned employees, providing guidance, resources, and ongoing support to promote early success. 
    • Supervise and direct the workflow of assigned employees; program coordinator(s) and program advocate(s).   
    • Provide oversight, consultation, and coaching to assigned employees. 
    • Maintain at least bi-weekly meaningful contact with each assigned employee. 
    • Conduct performance reviews. 
    • Develop and implement necessary policies and procedures related to employee roles. 
    • Document employee supervision meetings, coaching sessions, and performance concerns.  

Case Management & Court Coordination: 

    • Work collaboratively with assigned employees to maintain a calendar of court hearings and meeting dates to ensure attendance. 
    • Provide coverage for court hearings and meetings when necessary. 
    • Check and manage the general agency email inbox.
    • Assist with the management of the Optima database, including account access, system support, and data quality. 

Volunteer Management 

    • Supervise volunteers at a program level, offering guidance and feedback, and support Program Coordinators who manage day-to-day volunteer interactions. 
    • Monitor volunteer performance, compliance, and case activity to ensure quality advocacy and adherence to CASA of Yellowstone County standards. 
    • Address volunteer concerns, boundary issues, and performance challenges in a timely, respectful, and strengths-based manner, in coordination with the Program Director.   
    • Maintain accurate documentation related to volunteer engagement, performance, and case assignments. 
    • Foster positive relationships with volunteers to support retention, growth, and effective advocacy for children. 
    • Conduct Peer Coordinator reviews and Advocate reviews, as needed, to support accountability and quality assurance. 

Collaboration & Community Relations: 

    • Build and maintain relationships with other agencies to coordinate and facilitate program service delivery.   
    • Foster positive working relationships with child welfare professionals, including court personnel, to ensure collaboration and communication that supports the best interests of children and families. 
    • Provide information and community resources to the public.
    • Educate community agencies on CASA of Yellowstone County.  

Additional Duties: 

    • Develop and facilitate pre-service and in-service training sessions as needed. 
    • Assist the Program Director with assigned duties or special projects. 
    • Provide support and back-up to the management team as needed. 
    • Attend employee meetings, organizational workshops, state workshops, and trainings. 
    • Assist with the coordination of volunteer advocate recognition/appreciation events and activities. 
    • Perform other duties as assigned. 
    • Provide office coverage as needed. 

QUALIFICATIONS: 

 Education and or Experience:   

Bachelor’s degree with a major in the human behavioral sciences field and one year of supervisory experience OR equivalent combination of training and experience.   

Experience in volunteer management, supervision, and/or child welfare services preferred. 

Certificates, Licenses, Registrations: Proof of valid driver’s license, vehicle in safe operating condition and liability insurance must be on file at all times. 

Specific Knowledge, Skills or Ability Required:   

Will have and demonstrate basic knowledge, skills and abilities listed below. 

    • Strong computer proficiency, including data entry, word processing, and spreadsheets. 
    • Understanding of child development, trauma, family systems, and social issues impacting children and families.
    • Knowledge of mandatory reporting laws and the child welfare court process.
    • Familiarity with community resources and social service systems.
    • Experience in volunteer and personnel management. 
    • Effective communication skills, including clear writing, public speaking, and small-group facilitation/training.
    • Strong customer service skills and the ability to build relationships with diverse populations. 
    • Excellent organizational skills, including attention to detail, time management, and workload prioritization. 
    • Ability to maintain professionalism, ethics, and confidentiality at all times. 
    • Sound judgment and decision-making, considering safety, liability, and appropriate resources. 
    • Ability to work independently while maintaining collaborative relationships with coworkers and partner agencies.
    • Commitment to regular attendance and ongoing annual training requirements. 

 Additional Requirements:   

Must be able to pass national and state fingerprint-based criminal background checks, Child Abuse/Neglect Registry, and sexual and violent offender registries.  

Successful completion of advocate pre-service training required by CASA of Yellowstone County within six months of hire.  

Successful completion of National CASA/GAL Training of Facilitators (TOF) within one year of hire
